Frame the document
A short header that anchors the kwalitatieve toets up front.

Write the header — name, period, date, statutory doelstelling, and category.
This is the first thing the Belastingdienst reads. Make the category placement unambiguous.
What this step also covers
A simple block, but it does real work: it anchors every later claim in the plan to a specific period and a specific statutory category. Include:
- Institution name (as in the statuten)
- Period covered — e.g.
2026or2026–2028 - Date of this version
- One-line statement of the statutory doelstelling
- Which of the 13 algemeen-nut categories the institution falls under (letter and name)
State the category explicitly. Don’t make the reader infer it from your activities — that inference is exactly the toets you want to pre-empt.
